After overseeing a project with massive cost overruns and very questionable outcomes, Col. Robert Smith Richard Schiff gets … a promotion to general!

And also: a massive tension headache. Ah, contingency planning. Because — unfortunately — the biggest and costliest requirements-related project snafus tend to occur when engineers neglect to consider eventualities that diverge from the best-case or normal use scenario.

You can practically feel his unique mix of panic and delusion as he attempts to explain away the many failures of the BFV. That heat-seeking missile works like a charm!

Except for the fact that you have to strap a bunch of hot plates to the surface of your target so the weapon can find it.

Teachable moment: Go beyond expected events and behavior. Also — as detailed in another tip — make sure all your requirements are testable! It gets worse.

We begin to gather that this MacGyver-like jury rigging was a matter of necessity. Thanks to compounded errors over time, users of the BFV faced a real survival threat, as the vehicle that was designed to protect them from enemy fire did nothing of the sort.

In fact, it made them more conspicuous to combatants, while also creating a new danger of collateral damage.

So, not only were constant spur-of-the-moment improvisations required in order to keep the vehicle barely functional, but users had to make quick high-stakes calculations weighing out the risks and benefits of doing so.

In other words: requirements document failures lead to project execution mishap whack-a-mole. Since the BFV was designed without exception scenarios i.

Soldiers over easy, anyone? Major General Partridge tries to explain this disastrous outcome away, of course.

Standard test data accumulation. It bears repeating: Always account for exceptions, deviations, and unexpected scenarios when writing requirements.

As we follow the time-jump narrative of The Pentagon Wars , we start to wonder one thing: How could so many competent army officials come to the same seemingly ridiculous conclusion about the efficacy of the BFV?

Is this a mass delusion incident? Throughout the film, much of the comedy comes from little vignettes about the ways in which field tests were fudged.

Burton — who distinguishes himself from his predecessors through his earnest determination to find answers — decides to drop in unannounced and witness some of these tests.

One burning question weighs on Lt. On paper, the BFV was shot at to test its shielding capabilities, and it sustained little damage.

But in practice — the BFV was known to be extremely weak, very vulnerable, and abundantly flammable. But wait a minute … is that Romanian writing?

Lesson learned: Write requirements so that they are specific and finite — not vague and abstract. But when Lt. Burton runs a similar field test on a door which sustains barely any damage , and when he spies some Romanian writing, he puts two and two together.

The result? The incident clues Lt. Burton into a sobering truth: His own subordinates are taking advantage of vague and amorphous requirements specifications in order to manipulate test results to their advantage.

Hm, seems like those tests that declared the Bradley to be a formidable shield were … flawed. Sounds like a case of vague requirements.

Vagueness slips into requirements documents for a variety of reasons. First, some customers prefer and encourage vagueness, because they think it allows them more latitude to refine things later when they have a more concrete idea of what they want.

Authors and engineers like vagueness for a similar reason: It gives them the illusion of greater freedom of interpretation down the road.

As Lt. In each case, requirements have to be written and structured in such a way that compliance can be readily observed, tested, or otherwise verified.

Before Lt. Also, what maintenance crews will come into contact with it? Which other components will this component interface with?

One clear lesson we can learn from The Pentagon Wars involves foresight. When Lt. Burton surprises him by announcing that he already has.

Men who held Lt. The entire BFV development scheme was a conspiracy to pat each other on the back, look busy and confuse outsiders — while creating a final product that was of absolutely no practical use to its end user.

Burton decides to correct this error by ordering a full battery of tests simulating combat conditions. Amazingly, nobody thought to do this before he came along.

Keep client and manager needs in mind at all steps of the requirements engineering process. In a sobering scene near the middle of The Pentagon Wars , we learn that every single official who was appointed to oversee new weapons testing prior to USAF Lieutenant Colonel James Burton failed to give his true opinion due to politics and fear of missing out on a promotion.

The epilogue of the film drives the point home, as we learn that Lt. But no good deed goes unpunished: in the fallout, Major General Partridge — who was completely blase about the real-life casualties that could be caused by his negligence — was promoted.

Meanwhile, Lt. Burton was forced to retire. For all its strengths, the organization is sometimes riddled with cronyism, red tape, and a pervasive rat race toward promotions and pensions.

Who should be on this team? Definitely include any designers and developers who will be implementing the requirements to create the system.

Finally, include engineers who design, maintain, or manage other systems that will support or interact with the new system, as well as end-user representatives and the client team.

If the U. Sure, flow of collaboration must be carefully coordinated. The Pentagon Wars describes the extreme wastefulness that resulted from the highly convoluted and inefficient development process of the Bradley Fighting Vehicle.

The story told in the movie is embellished — though not by much. In order to prevent similar cost and deadline overruns in your own projects, make sure the specifications listed in your requirements document are clear, unambiguous, well-organized, and complete.

As shown in the film — and as proven numerous times in real-life applications — problems that stem from inadequacies in the requirements document cause massive issues through the life of the project.

Ideally, of course, you prevent these headaches by using a proven requirements template, a specifications checklist, and a solid compliance plug-in from the get-go.

Always follow the 21 Tips for successful requirements engineering documents as you write. Pentagon Wars Movie. Category: Requirement Engineering.

Table of Contents. Go on — hop inside this armored vehicle. Hope you like roller coasters! Of course you do. Use a Good Requirements Document Template.

Standardize Your Requirements Document Language. Be Consistent With Imperatives. These words are some of the worst offenders:.

Do everything you can to omit them from your requirements document. Ensure Each Requirement is Testable. The gauntlet … or at least the mannequin head … is thrown!

Hey, this fuel tastes quite refreshing …. Always ensure that your requirements can be extensively evaluated. Write Functional Requirements to be Implementation-Neutral.

To phrase it simply: State what the system must do, not how it must do it. Rationale Statements Are Always Appreciated. You definitely want to avoid endless rounds of haphazard permanent marker scratch-outs.

No good decisions come from that mindset. Go Beyond Expected Events and Behavior. An electric hot plate taped to a tank?! Share this Story.

The American military always had trouble learning from its mistakes and Col. Burton's tale was an oft told one; only the names, wars, and circumstances changed.

It utilized a magnetic influence detonator, designed to detect the magnetic field of a ship and explode the warhead beneath the hull,a fatal wound.

Its designers would point fingers at crews and commanders, deny existence of problems, then actively impede those trying to fix them.

Sadly,a year plus elapsed before all the flaws were fixed and the Submarine Force proceeded to starve Japan of every resource needed to feed itself and make war.

I would contend that had it worked from the beginning,Fat Man and Little Boy may have been unneeded, the war ended sooner, and my uncle Harrell Gargus not sleep in the deep off the Philippines.

I suggest Hellions of the Deep for this story. I gave this book 5 stars because not only is it a gripping, true, first person account of Colonel USAF Retired James Burton's time in the Pentagon, but it is historically significant.

Below is the review I sent to the book's publisher, The U. Naval Institute. At a Navy football game a few years back I ran into a classmate who worked in the arms industry.

Having a life long fascination with military hardware I asked him what he thought of his job. He replied that once he checked his soul at the door each morning that it was interesting and recommended I watch the movie, The Pentagon Wars.

Unable to find the movie at the base video store I checked the library and found the book, published in I was amazed at not only the inside story of the military hardware procurement process, but that a great American like John Boyd and a genius like Pierre Sprey lived during my lifetime and were not mentioned once during four years at the Naval Academy.

An original hard cover in new condition will set you back several hundred dollars! Did you know that the F is the only fighter in U.

Have you ever wondered where the energy-maneuverability calculations originated that helped design the highest performing fighters in the world and how they can be used to judge the claims of the supposed latest and greatest?

Do any of our Marine readers know how maneuver warfare made its way into USMC doctrine or how maneuver instead of attrition warfare was chosen for the Gulf War?

There are not enough adjectives to do justice to what John Boyd and his acolytes accomplished while battling the entire military establishment.

What is most impressive though is the courage that these men and women showed by doing what they knew was right, even at the expense of their jobs and careers.

The second half of the book will be very familiar to anyone who has seen the movie of the same name. Colonel Burton saved countless lives by succeeding in eventually getting the fuel and much of the ammunition moved from the troop compartment of the Bradley Fighting Vehicle and convincing Congress to codify live fire testing in law.

The cost to him was a decade of what can only be described as a toxic work environment. His lessons learned on how to survive and be productive in an atmosphere where not only were his flag and general officer superiors literally out to get him, but many of his peers and subordinates were actively undermining his work and spying on his activities are worth the price of an original hard cover alone.

Does anyone remember the A? Colonel Burton also reported to the pentagon for his initial tour as the highly successful lightweight fighter program was transitioning from the fly-off to production.

Most of what is discussed in this book is his personal experience and can be treated as a primary source. The author undertook the testing of the Bradley Fighting Vehicle at the suggestion of Pierre Sprey because he believed the Ballistics Research Lab relied too heavily on computer models he suspected were inaccurate.

The live fire testing proved the significant inaccuracy of the existing computer models of the atmosphere inside an armored personnel carrier after a hit by a shaped charge such as a Rocket Propelled Grenade RPG.

Through live fire testing, the primary cause of casualties was identified, enabling solutions to be developed and further tested.

While this process seems like common sense, it was not in place before Colonel Burton fought both the Army and Air Force for years to make it happen.

As learning is a continuous process, there is no better book to whet your appetite for new ways of thinking and introduce you to heroes you never knew existed.

The Boyd reading list appendix, as well as the works of his acolytes, will chart further study. The Pentagon Wars does far more than critique a broken system, it shows numerous examples of programs that worked and suggests clear steps to make the weapons procurement process more transparent and analytical.

Bravo Zulu to the Naval Institute for re-publishing this timeless fountain of knowledge. This is a great book and still just as valuable today as it was when it was written.

The movie was funny, but this is the story they couldn't tell and still hope to entertain the average person. If you can find this book, and you can afford it prices on this ran up really high for a long time , get it.

If you care about the DOD and where our military is and where it needs to go, read this book. Spectacular book, good movie too In my 37 years of service I've seen and continue to see much of what he speaks.

This is one mans view and there is a hint of partisan politics in it but a good way into the "military" way or thinking.

Soldiers, sailors, airmen and Marines deserve better from our highest officers and civilian chain of command. Taxpayers need better stewards of our money.

Also strongly suggest watching movie of same name. An extremely good book. I would recommend it for people interested in military politics, power dynamics, the organization power structures and logistics.

Great read that demonstrates the importance of testing under relevant conditions. It also provides good details on the importance of accountability in order to create a successful project.
